The row length is 96 (2 * (14 + 34)) stitches corresponding to these sections:
- 14 stitches in 2×2 Rib

Each of the two 2×2 Rib sections is expected to have an elasticity of 6.174 (0.441 * 14) cm and each of the two Moss stitch sections is expected to have an elasticity of 21.25 (0.625 * 34) cm, giving a total circumference of 54.9 (2 * (0.441 * 14 + 0.625 * 34)) cm.
Cast on
Cast on a row length of 24 (2 * (14 + 34) / 4) stitches on each of 4 needles. I used bigger needles (5.5 mm?) to make the cast-on more stretchy.
